XXI International Conference on the History of Management Thought and Business «Measurement problems in the management of social objects: yesterday, today, tomorrow»

Dear colleagues!

It has become a tradition for Russian and foreign theorists and practitioners of management to take part in annual international conferences on the History of Management Thought and Businesses (HMT), held by the Lomonosov Moscow State University in order to discuss various important issues in Management.

Over the years, 20 conferences have been held on the following topics:

"Development of Management Concepts" (1996),

"Enterprise Restructuring in Transitional Economy: Theory and Practice" (1998),

"Government and Business" (2000),

"Development of Personnel Management” (2001),

"Problems of Measurement in the Management" (2002, 2003),

"Scientific Managerial Concepts vs. Real Management" (2004, 2005),

"The Russian Model of Management: Past, Present and Future" (2008),

"National Models of Management" (2009)

"Business Models: Yesterday, Today and Tomorrow" (2010),

“Social Responsibility of Business and Management Ethics” (2011),

“Business and Management Ethics: Comparative Analyses of National Models” (2012).

“From Stratagems to Strategies, From Strategic Planning to Strategic Thinking and Enlightenment” (2013)

"Problems of training managers: yesterday-today-tomorrow" (2014)

“National Models of Training Managers” (2015)

“Scenario-Based Management and Leaderships” (2016)

“Scenario-Based Management: origins, problems, solutions” (2017)

“Managerial work and the role of managers: past, present, future” (2018)

“Management and roles of managers: yesterday-today-tomorrow” (2019)

At the last conference, participants actively discussed the issue of digitalization in the context of managing social organizations, the impact of developing artificial intelligence on the list and contents of manager’s roles, the consequences and aftereffects of introducing new technical, informational and other tools into management, and the possibilities of measurability of managing social objects in statics and dynamics.

That is why the Conference Organizing Committee decided to hold the next conference on HMT in 2021 on the topic "Measurement problems in the management of social objects: yesterday, today, tomorrow." Such assessments of the possibilities of the measurability of management and managerial relations have already been discussed at the HMT conferences in 2002 and 2003. The “measurement” was considered in the broad sense of the word, including the concepts of measure and measurability, methods and technologies for measuring management and managerial relations as phenomena and processes.

Still adhering to our formula: “The new is the new combination of the old in the new conditions!”, we encourage colleagues to take part in the HMT-2021 conference and to share new knowledge and experience in the field of measuring organizational change, especially with regard to identified causes of success and failures in attempts to quantify managerial relations with illustrations of experiments that have been held in the History of management, and with the results and evaluations of similar studies in the History of managerial thought.

For discussion at the HMT-2021, questions from HMT-2002 and HMT-2003 conferences and also new questions are submitted:

1.    How do the answers to the eternally relevant three questions sound about the state of the History of managerial thought: Where were “we”? Where are “we”? Where will be “we”?

2.    Why and How, over the millennia of the existence of management, ideas and views on the Management of social objects (today considered as the “impact of a certain “Subject” on a Social Object with 7 attributes - it is constant, conscious, meaningful, focused, systematic, competent and responsible”)  have changed?

3.    What is a “measure” in the management of social objects and what are the forms of its presentation? How to manage using various metrics? How long have such questions been posed and how were these questions answered in the past, are being answered in the present, and what answers are expected in the future?

4.    What is the relationship between the categories of “measurability in management”, “management efficiency” and “management effectiveness”?

5.    If “the essence of managing a social object is the purposeful change of the object”, is it possible to carry out a change in the object without being able to measure the process and the result of its change? If YES, then what is the reason for luck / failure? If NO, then How to measure managerial relationships and purposefully influence them?

6.    How was, is and will be the “concrete historical time” parameter taken into account in control measurement techniques? How reasoned is our hypothesis about “Non-Markovian processes of managing social objects” (or about the inertia of management processes) and How in this case to measure the influence of “concrete historical time” on the management process and results?

7.    How and Why have not organization processes in the past been automated? How robotic will be management activities in the present and in the future if the issues of measurability of management will not be resolved?

8.    Give examples and give reasons for your answers to the question: "Digitalization of management: Nirvana or Nemesis?"

9.    Were and / or are there any political, social, ethical, legal and other “external” problems of the measurability of managerial relations and the management of social objects? Why?

10.    What is the role of management training, coaching and management consulting in solving the problems of the measurability of management relations and management in general?
